
The Maximo User Group Indonesia (MUGI) was established to foster knowledge sharing among organizations using IBM Maximo. With members spanning utilities, mining, oil and gas, transportation, and renewables, it serves as a platform for collaboration and community building. Cohesive is a strong supporter of the MUGI and we play an active role in its initiatives.
Traditionally centred on an annual conference, the user group is now broadening its activities through benchmarking visits, peer learning sessions, and thematic discussions. These initiatives allow members to experience ‘real-life’ Maximo usage, compare maturity levels, and accelerate adoption of best practices.
One recent peer learning session involved an exchange between two major players in Indonesia’s power sector: PT Cirebon Energi Prasarana (CEPR) and PT Pembangkitan Jawa Bali Masdar Solar Energy (PMSE).
The initiative embodied MUGI’s mission: enabling members to learn from each other and build stronger, safer, and more efficient operations.
Solar and safety
The exchange began with a site visit from PMSE – operator of the Cirata Floating Solar Power Plant, Indonesia’s largest photovoltaic (PV) facility – to CEPR’s Cirebon Power site in West Java. The agenda focused on the implementation of the Permit to Work (PTW) system, a cornerstone for ensuring safe and reliable maintenance operations.
During the visit, PMSE representatives toured CEPR’s Permit Office, where a structured lock-and-tag system governs all access to critical equipment. CEPR shared its comprehensive PTW processes, which are deeply embedded in daily operations and linked to its overall maintenance and reliability framework.
Dimas Kaharudin, President of PMSE, attended the visit and emphasized the importance of the learning experience. “PMSE learned a lot today, especially about the physical safety measures that need to be prepared, and how Maximo can represent these physical phenomena through workflows that correctly follow prudent PTW and isolation processes,” he said. “This is an important learning point for us as we strengthen our own practices.”
For PMSE, which is pioneering large-scale renewable energy operations, this benchmarking provided valuable insights into how established thermal plants manage risk, enforce discipline, and align PTW with enterprise asset management systems.
Strengthening safety practices
While PMSE gained practical lessons from CEPR’s PTW maturity, CEPR also benefitted by understanding the unique challenges faced by renewable operators. Unlike thermal generation, solar operations involve highly distributed assets and different risk profiles. The exchange sparked dialogue on how PTW principles can be adapted to diverse operational contexts, strengthening both companies’ safety practices.
The visit concluded with a group reflection, reinforcing the value of peer-to-peer sharing in building a stronger industry community.
Spotlight on solar
The collaboration will now continue with a counter-visit from CEPR to PMSE’s Cirata Floating Solar Power Plant. This time, the spotlight will shift to technology – specifically the Maximo Application Suite (MAS).
Andy Saputra, IT Manager of CEPR, who hosted the meeting, confirmed the next step: “We will have a counter-visit to PMSE and learn how Maximo Application Suite will help their operations – and then see how our own Maximo 7.6 upgrade can be done seamlessly.”
PMSE has begun leveraging MAS as part of its digital transformation journey, integrating asset management with safety and operational workflows in the renewable energy environment. For CEPR, the visit will provide an opportunity to explore how MAS can support their upgrade path and future-proof their operations.
Maximo mission
With Indonesia’s energy sector undergoing rapid transformation, peer-to-peer collaboration has never been more important. CEPR and PMSE’s two-way exchange sets a precedent for future MUGI activities, proving that customer-to-customer visits deliver concrete value beyond traditional vendor-led sessions.
Both companies also acknowledged that working with Cohesive as a trusted partner was an excellent decision.
