Safer, faster operations, on schedule
CEPR implements a PTW system in IBM Maximo HSE with help from Cohesive.
The Challenge
PT Cirebon Energi Prasarana (CEPR) is a 1000 MW electrical utility in Cirebon, Indonesia, serving the Java-Bali grid.
Its operations and maintenance team had been using a legacy third-party permit to work (PTW) solution to manage hazardous tasks and maintain safety. But the system’s limitations – poor scalability, high support costs, lack of local support resources, and sluggish performance – were creating serious bottlenecks. Processing a single PTW often took an hour, slowing operations and increasing risk. Operations was becoming more concerned, as was the IT team.
Both felt the current solution was no longer fit for purpose and would not be able to support the company’s growth or evolving safety requirements.
Our Solution
After researching several different PTW options, CEPR decided to implement a PTW solution using the native functionality of their asset management system, IBM Maximo. They selected Cohesive to advise and help them design and implement a new PTW solution using IBM Maximo HSE (Health, Safety, and Environment).
The Results
Because they were already using IBM Maximo for asset management, adding the PTW solution using IBM Maximo HSE avoided the complexity of integrating a separate, third-party platform. Furthermore, using HSE gave operations a single pane of glass to create, assign, and track permits, simplifying workflows. With PTW and EAM systems now sharing the same asset hierarchies, updates were synchronized in real time, improving accuracy and efficiency.
For IT, consolidating applications reduced their support and maintenance costs. Performance also increased. After implementing the new PTW solution, permit processing times dropped from one hour on average to just minutes. Partnering with Cohesive, an independent asset management advisory and system integrator, enabled Cirebon to bring together siloed departments and achieve faster strategic and organizational alignment.
